IISS welcomes E.J. Herold as new Executive Director, IISSAmericas

The IISS is delighted to announce the appointment of Ernest J. (E.J.) Herold, effective 1 July 2020, as Executive Director, IISS– Americas, based in Washington, D.C. E.J. joins the IISS with broad experience from diplomatic, military, and industry roles. His extensive duties will include promoting the research and consulting programmes of the Institute as well as building IISS relationships and activities throughout the Americas.

Before joining the IISS, E.J. served six and a half years as NATO Deputy Assistant Secretary General for Defense Investment in Brussels, Belgium. In this role he focused on delivering technological capabilities for the North Atlantic Alliance and improving relations with defence industry and the science and technology communities. He was responsible for the establishment of the NATO Industry Forum and served as co-vice-chair of the NATO Science & Technology Board. E.J. also led Institutional Adaptation efforts at NATO, delivering a new model for common-funded capability delivery agreed by the 29 member nations.

Prior to his NATO service, he had completed a successful career in the US Army as Colonel and Chief of the Office of Defense Cooperation in Paris. This was followed by a role with IBM as Business Development Executive for NATO, US European Command and US Africa Command. Most recently, he served as Adjunct Senior Fellow at the Center for a New American Security (CNAS) and Associate at Cypress International, a defence consulting firm in Alexandria, Virginia.

Dr Chipman, Director-General and CEO of the IISS said: ‘We are very pleased that E.J. Herold is joining us as Executive Director of the IISS–Americas office in Washington. His range of contacts in, and knowledge of, global defence industry as well as his specialist appreciation of military affairs will help the IISS immensely as we deepen our contacts with the corporate world in America and ensure that our unique data and analysis is more widely used in government and the private sector. We look forward to his leading the IISS in Washington as we continue to grow and expand our reach and impact.’

On joining IISS, Mr Herold remarked, ‘IISS is a world-renowned organisation delivering independent analysis on a broad range of challenging topics. IISS–Americas should amplify this work and expand IISS engagement with key constituencies in the Americas. In particular, I am eager to promote the IISS’s excellent Military Balance Plus database and introduce a broader array of government and industry contacts to the IISS’s exceptional geo-economic and geopolitical analysis and insights.’

Besides his native English, E.J. speaks French and German, has lived more than 20 years in Belgium, France and Germany, and has travelled throughout Europe, North Africa, the Middle East, Central Asia, China, and Australia. He holds a Bachelor of Science from the US Military Academy at West Point NY, a Master of Science in Foreign Service from Georgetown University, a Master of Science in Strategic Studies from the US Air Force Air University, and diplomas from the French Joint Staff and Armaments War Colleges in Paris.

In addition to his military awards and decorations, E.J. has been recognised for significant contributions by the German, Italian, and Ukrainian governments.
